You also need to protect people from metal surfaces as it can get hot, its better to change any metal handle & make a wooden rail. Make sure you have ventilation for hot air to leave and an inlet for cool air. When building an outdoor sauna, make sure you have a way to escape, just in case the door gets locked from outside. Its also a good idea to have an extinguisher.

I am not sure how much will it cost to maintain this. If its an apartment/society, you will need to collect extra money for running it smoothly. It is necessary to have sincere and dedicated people to run the society as a team.
